Online applications are invited from the citizens of India for filling up 11(Eleven) posts of Assistant Auditor (AA), under the Department of Audit & Pension, Govt. of Arunachal Pradesh in the Pay scale Rs. 35400-112400/- Level-6 plus other allowance as admissible to Arunachal Pradesh Employees from time to time. Out of 11 posts, 9 posts are reserved for APST candidates including One (1) post for PwD (One arm, One leg, Blind & HH) and two (2) posts are unreserved. The vacancy position is subject to variation.

1. HOW TO APPLY:

  1. Candidates applying for the posts must mandatorily register themselves through ONE TIME REGISTRATION (OTR) on the Commission’s website.
  2. Candidates are required to apply online using the website www.appsc.gov.in. Detail instructions for One Time Registration (OTR) and Online Application are available on the above-mentioned website. The applicants are advised to submit an only single application; however, if due to any unavoidable situation, if he/she submits another/multiple applications, then he/she must ensure that application with the higher Registration IDs (RID) is complete in all respect like applicants’ details, photograph, signature, Photo ID, fee, etc. The applicants who are submitting multiple applications should note that only the applications with higher RID shall be entertained by the Commission and fee paid against one RID shall not be adjusted against any other RID.
  3. Those who have already registered in OTR need not register again and they can directly log in to fill up online form using their user ID and password.

2. ELIGIBILITY CRITERIA:

  1. A candidate shall not be less than 18 years and not more than 32 years of age as of 26/09/2020. However, the upper age limit is relaxable to 5 years for APST candidates and another 5 years for APST candidates who are A.P State regular Govt. employees.
  2. The date of birth accepted by the Commission shall be that which is entered in Matriculation/High School Leaving Certificate or Higher Secondary School Leaving Certificate or a Certificate recognized by an Indian University as equivalent to Matriculation or an extract from a register of Matriculatos maintained by a University, which extract must be certified by the competent authority of the University or in the Higher Secondary or an equivalent examination certificate.
  3.  No other document relating to age like horoscope, affidavits, birth extract from Municipal Corporation, Registrar Economics, and Statistics and Service Records shall be accepted.

3. EDUCATIONAL QUALIFICATION:

Candidate applying for the post must possess B.Com/BBA/MBA(Finance) BA with Economics/B.Sc. with Mathematics as one of the subjects from a recognized University/AICTE institute
NOTE: Candidates who have appeared or intend to appear at such a qualifying examination shall also be eligible. However, such candidates will be admitted to the examination, it otherwise eligible but their admission shall be deemed to be provisional and subject to cancellation if they do not produce the proof of having passed the requisite examination which is required to be submitted to the Commission by the Candidates who qualify in Written part of the examination prior to interview/viva-voce. Their candidature will be finally accepted on the production of PROOF OF HAVING PASSED THE QUALIFYING EXAMINATION IN ORIGINAL ON OR BEFORE THE DATE OF INTERVIEW TO BE FIXED BY THE COMMISSION FAILING WHICH THEY WILL NOT BE ALLOWED TO APPEAR IN THE INTERVIEW/VIVA-VOCE TEST. If due to non-holding of convocation the degree certificate cannot be produced then mark sheet issued by competent authority should be produced as proof of having passed the qualifying examination and for the candidates of recognized Autonomous Colleges, THE MARKSHEET GRADE REPORT IN ORIGINAL, issued by the Controller / Dy. Controller / Assistant Controller / Chief Controller of the examination of such recognized autonomous colleges shall only be accepted. The decision of the Commission as to the eligibility or otherwise of a candidate for admission to the examination shall be final and binding. No candidate shall be admitted to the Written Examination unless he/she holds a certificate of Admission from the Commission for that purpose.

4. METHOD OF SELECTION:

The eligible candidate will have to appear in the written examination in the following subjects:-

A candidate who has secured a minimum of 33% or more marks in each written examination papers and has secured 45% of marks out of aggregate total marks in the written examination papers shall be eligible for Interview/Viva-Voce, In other words, selection for the viva-voce test shall be based on the aggregate total marks secured in the written examination papers and subject to the ratio of 1:3. The candidates securing less than 33% of marks in any of the written examination papers shall not be eligible for appearing in the viva-voce.
N.B: The Commission will conduct the Recruitment Test (Objective Type) before the written examination if it is deemed necessary to do so.

5. DOCUMENTS:

Scanned copies of the following documents and information are to be attached/uploaded.

  1. Signature of the candidate on white paper with a black ink pen (20-60 kb in jpg format).
  2. Latest/Recent passport size photo (40-100 kb in jpg format).”

6. AFTER QUALIFICATION:

The candidates who have been declared qualified in the written examination will have to submit Xerox copies of the following documents/information to the Commission one Week prior to the actual date of the Interview.

  1. Recent passport size photograph
  2. Matriculation certificate issued by Board/University for proof of date of birth.
  3. Class XII Certificate with Marksheet.
  4. Degree certificate with Mark sheet issued by the Assistant Registrar/Registrar/Controller of Examination/Vice-Chancellor of the concerned University to ascertain educational qualification.
  5. APST Certificate for APST candidates and Aadhar card for General Candidates.
  6. Intimation letter to HoD/NOC for those who are in regular Govt. Service.
  7. PWD candidates should submit a disability certificate obtained from the State Medical Board. Such a board should comprise a specialist of the particular category of disability for which the certificate is sought for, failing which such certificate will be rejected. Qualified candidates will have to produce the above-mentioned Certificates/ Documents and mark sheets in original at the time of the interview, failing which he/she will not be allowed to appear in the interview.

7. DECISION:

The decision of the Commission as to the eligibility or otherwise of a candidate for admission to written examination or selection will be final and no correspondence or personal inquiry will be entertained.

8. CLOSING DATE: 

26/09/2020. (TILL 1600 Hours)

9. EXAMINATION FEES:

Candidates are required to pay a fee of Rs.100/- (Rupees one hundred) only for APST Candidates and Rs. 150/- (Rupees One hundred fifty) only for General Candidates through online mode only.

10. WARNING: 

A candidate who is or has been declared by the Commission to be guilty of:-

  1. Obtaining support for his/her candidature by any unfair means or,
  2. Impersonation, or
  3. Procuring impersonation by any person, or
  4. Submitted fabricated documents or documents which have been tampered with or
  5. Making a false or incorrect statement or suppressing material fact or information or
  6. Resorting to any other irregular or improper means in connection with his/her candidature for the examination or
  7. Using unfair means during the examination or
  8. Writing irrelevant matter, including obscene language or pornographic matter in the scripts or
  9. Misbehaving in any other manner in the Examination Hall, or
  10. Harassing or doing bodily harm to the Supervisory Officers/invigilators/Staff employed by the Commission for the conduct of examination or
  11. Violating any of the instructions issued to the candidate along with their Admission Certificate Call Letter permitting them to take the examination or commission or as the case may be attempting the commission of all or any of the acts specified in the foregoing clauses by a candidate may, in addition to rendering him liable to criminal prosecution be liable: 
  12. To be disqualified by the Commission from the Examination for which he/she is a candidate, or
  13. To be debarred permanently or for a specified period. By the Commission from any examination or selection held by them. By the state Government from any employment under them, and
  14. If he/she is already in-service under the Government, disciplinary action under the relevant rules shall be instituted.
  15. Provided that no penalty under these rules shall be imposed except after :
    (i) Giving the candidate an opportunity of making such representation in writing as he wishes to make in that behalf, and
    (ii)Taking the representation if any, submitted by the candidate within the period allowed to him into consideration.
    (iii)Provided further that if any candidate found to have been debarred by any other Commission the candidate shall stand so debarred for the purpose of this Commission.
